North East Hook Community Sports Pavilion

As part of the North-East Hook Development (opposite the Shack Café on the A30) the Parish Council received a transfer of land that is designated for use as sports pitches and associated ancillary facilities. The Council will provide a sports pavilion on the site and additionally have made allowance to provide space for “Hook Shed” to be constructed on the same site.

The North East Hook Community Project Committee (NEHCPC) is responsible for progressing this project and it meets every month. Members of the public are welcome to attend these meetings.  Agendas are available on our website  and noticeboards approximately one week before each meeting.

The Council has appointed Sports Clubhouses Ltd to design a pavilion and manage the construction project, once planning permission has been granted.

A summary of the project is below;

  • Hook is a growing village and there is a requirement for additional sporting (and social) space to cater for that need.
  • The pavilion and site will be for multi-sport use, although rugby was decided as the “lead user” for the site when the developer required instruction for what type of pitches to construct.
  • The s.106 contribution of £250k would not enable any viable building and its associated services to be built on its own and therefore considerable additional funds are required.
  • The Council has determined that funds can be borrowed from an existing reserve and that reserve can provide up to £1.9million, giving a total budget of £2.15million to deliver the project.
  • The borrowing can be paid back, via Council Tax, over a 30-year period, which will keep the increase to tax to under £10 per annum for a Band D house.
  • In incorporating space for Hook Shed to have a separate building, mental health and loneliness issues in our village can be addressed.

Public consultation was held in August and September 2023. The report detailing the results from the feedback provided during the consultation period can be found here.

In January 2024 the Council submitted a planning application to Hart District Council for the construction of a two-storey pavilion overlooking the sports pitches, with parking for 77 vehicles and construction of a building to accommodate Hook Shed. As of June 2024, the application has still not been determined.

Once the application is decided, a tender for construction will be advertised.
