You may have seen in Hook Focus (on Page 9) that the developer for West of Hook has put together details of what they propose. This is a pre – planning document as a full planning application has not yet been submitted. We anticipate that they will do this in August. These documents are just a proposal of what they plan to do and they are looking for feed back from local residents in regards to this. We will be putting up the display information they have sent us in the Foyer of the Hook Community Centre. Land to the west of Hop Garden Road and to the north of Seton Drive, Hook.
The appeal is allowed and the planning permission Ref 16/02301/FUL for the erection of a block of 3no. stables to include a feed store and tack room and the change of use of the land to allow the keeping of horses at land to the west of Hop Garden Road and to the north of Seton Drive, Hook granted on 16 November 2016 by Hart District Council, is varied by deleting condition 7.
Below is our Draft response to the Hart Local Plan 2011 – 2032. Please be aware that this is our Draft response. Unless we make any changes to this response, it will be submitted to Hart District Council on Thursday 8th June 2017. Please let us know if you have any comments prior to this date.
Please Note: The Parish Council response to Hart District Council only counts as ONE response. In order to strengthen Hook residents views, we need as many residents as possible to respond to Hart District Council with their views before the closing date of 5pm 9th June 2017.
Due to ongoing discussions with the District Councillors representing Hook, the Parish Council has requested clarification of certain additional points which relate to its draft response to Hart’s Local Plan. Therefore, pursuant to receiving this clarification, we will publish the Parish Council’s draft response on this page on Monday, 22nd May, not on Thursday, 18th May (as previously stated).
You will have received a leaflet through your door advising you of a consultation event that was held on Tuesday 2nd May 2pm – 8pm. This was an event run by Hart District Council to discuss all aspects of the Hart Local Plan. On Sunday 7th May we (Hook Parish Council) hosted an event at Elizabeth Hall explaining how the Hart Local Plan would affect Hook residents.
There are two further opportunities for you to see what the Hart Local Plan means for Hook residents.
The display boards from our event can be view in the foyer of the Hook Community Centre until the end of the consultation on the 9th June.
Your response to the current draft Local Plan Consultation is essential if you wish to share your views on the further development of Hook. Previous responses to earlier consultations will not be taken into account.
Once adopted, this Plan will become Planning Policy until 2032. Don’t miss this opportunity to have your say.

ACT BY 15 JANUARY TO HELP PREVENT HOOK BEING SWAMPED BY HOUSING. YOUR RESPONSE TO HART’S HOUSING CONSULTATION IS IMPORTANT!
By now every household should have received a flyer from Hart District Council telling them how to respond to the Local Plan Housing Options survey. If you haven’t responded yet, you have until 15 January 2016 – it is very important that we make Hook’s voice heard. The flyer will tell you how to submit your views online (at hart.gov.uk/local-plan-consultation), but if you need a paper copy of the response form just contact the Parish Council office or pick up a copy at Trees Newsagents. Every member of each household is entitled to vote, and every vote counts.
Hook is already scheduled to receive over 800 houses even before Hart’s Local Plan is finalised. But we could be in for between 200 and 900 more, depending largely on whether the go-ahead is given for the new settlement at Winchfield. As reported last month, if Winchfield doesn’t go ahead the slack will be taken up by three major “Urban Extensions” in Hart:
Pale Lane Farm – Elvetham Heath
West of Fleet – Church Crookham
West of Hook – between Hook and Newnham
Not only would this be bad news for Hook, it may well be a poor long-term choice for Hart. It could well lead to most of Hart’s settlements joining together in a ring around the undeveloped area of Winchfield. This would keep a nice green heart to Hart, but only at the expense of places like Hook. However, if Winchfield does go ahead, these major developments are unlikely to be necessary.
If you look at the map you will see that a few of the Winchfield sites are actually just over the boundary in Hook Parish, but are some distance from the logical centre of the new settlement. If and when they are developed they will be part of Winchfield and should not put pressure on Hook’s facilities.
We will – of course – be submitting a formal response after the Parish Council meeting on 6 January. However, we have already discussed it at length and here is the Council’s current consensus on the answers to the most important questions:
Q4 – Prioritise the Approaches:
Approach 3 – New settlement at Winchfield (favourite – preference 1)
Approach 1 – Dispersal of new housing amongst all existing settlements (preference 2)
Approach 2 – Strategic Urban Extensions, including West of Hook (least favourite – preference 3)
Q5 – if we need to combine more than one Approach, which should we choose?
In addition, we will also be reminding Hart just how much development Hook has already been allocated, and why it would be unreasonable to expect us to take many more.
This is in line with the draft response from both Hook Action Against Over-development and theHook Neighbourhood Plan Steering Group. None of these groups has strong opinions on the answers to the other questions as they are unlikely to have a great effect on Hook. Though all of them expect to provide responses, it’s probably more useful for each person to feed their own opinions back to Hart. Obviously everybody is free to answer questions 4 and 5 in any way they like, but we feel that the priority order given above will be most beneficial to both Hook – and the whole of Hart – in the long-run.

Hook Neighbourhood Plan (NP) – The Parish Council is leading on the production of a Hook Neighbourhood Plan. The recently formed Steering Group is is keen to seek additional members to take an active part in its preparing the plan and to ensure the plan is representative of the whole community. Please come and speak to group members on:

14th September 2014 at Elizabeth Hall from 2-5 pm (Hook Allotment Association Autumn Fayre)
As part of the preparation process the Council is consulting on a Housing Development Options Paper and accompanying Sustainability Appraisal. The documents can be viewed at www.hart.gov.uk/local-plan along with a housing options summary paper, a summary leaflet and a response form.
The consultation starts on 14th August 2014. The deadline for responses is 5pm, 10th October 2014

The planning application for the Hop Garden Road / Owens Farm proposal is currently expected to be considered by Hart’s Development Control Committee during the summer. The plans for the major North East Hook site will probably not come forward before the autumn.
